New York State Certification

NYS Initial Teaching Certificate Requirements


Technology education candidates must complete the baccalaureate degree before they can receive the New York State Initial Certificate in technology education. For CTE teachers, candidates for certification in specific CTE subjects must hold either a baccalaureate degree or an associate degree (or its equivalent). The requirements for the Initial Certificate in a CTE subject, therefore, depend on the degree you completed prior to applying for certification. The major difference in the requirements lies in the tests you must pass in order to be certified. Holders of the baccalaureate degree in a CTE subject must pass all three assessments, the Liberal Arts and Sciences Test (LAST), the Secondary Assessment of Teaching Skills - Written (ATS-W) test, and the Content Specialty Test (CST). Holders of the associate degree (or equivalent) must pass the ATS-W and the CST. The LAST is required for the Professional Certificate in a CTE subject.

It is strongly recommended that candidates apply for Fingerprint Clearance at the beginning of the semester of student teaching or at least eight weeks before submitting the application for State Certification. Early application ensures that the Fingerprint Clearance is obtained in advance of submitting the certification application; otherwise, issuance of the certificate can be delayed. Candidates who have been previously fingerprinted by New York City Department of Education should not apply to be fingerprinted again. Rather, they should fill out OSPRA Form 104 obtainable from the Department in Room N523 or on-line from the Office of Teaching Initiatives web site at http://www.highered.nysed.gov/tcert.

NYS Initial Teacher Certification Application Checklist


Following are the specific requirements for the Initial Certificate:
  1. Completion of the baccalaureate or associate degree (or its equivalent)
  2. Completed application form available in the CTTE Department office in Room N523 (application form must be notarized)
  3. Money Order for $50.00 made out to New York State Education Dept.
  4. Official transcript(s) from City Tech and other colleges *
  5. Proof of Work Experience (must have been on file upon enrollment)
  6. Proof of completion of two-hour State-mandated workshops in
  7. (a) Detecting and Reporting Child Abuse and Maltreatment **

  8. (b) School Violence Prevention and Intervention **
  9. Fingerprint Clearance (cost of fingerprint application is currently $99.00)
  10. Required New York State Teacher Certification Examinations (NYSTCE) tests
    (a) ATS-W and CST (holders of an associate degree or its equivalent)
    (b) LAST, ATS-W, and CST (holders of a baccalaureate degree)

* Candidates must personally request for official City Tech transcript from the Registrar's Office (Room NG-15) to be sent to the CTTE Department Chairperson. Transcripts should be addressed to NYS Education Department, Albany, NY but sent to Attn: Dr. G Nwoke in Room N523. Make sure transcripts are not mailed directly to Albany. Request for the Registrars of all other colleges attended to send official transcripts directly to New York State Education Department (complete address is on the certification application form).

** Listing of EDU 4600 - Professional Development Seminar course on the City Tech transcript is proof that a candidate has completed the Child Abuse and Violence Prevention workshops. Candidates who did not take EDU 4600 must attach a copy of the certificate of completion of each workshop to the application for certification.



NEW YORK STATE TEACHER CERTIFICATION EXAMINATIONS ( NYSTCE )


The New York State Teacher Certification Examinations are given at least five times from July 1 through June 30. Information about the NYSTCE tests is contained in registration bulletin available in the Career and Technology Teacher Education Department Office in N523. The test frameworks and preparation guides are available on-line through the National Evaluation Systems (NES) web site at http://www.nes.org.
